Senator Joe Manchin (D-WV) has famously signaled his opposition to the bill, which would prevent its passage.

Harris, surprisingly, chose not to focus on Manchin, saying, “I think the stakes are too high for this to be in any way about any specific individual.”
But she vowed the White House would not give up easily; “I’m not giving up, and neither is the president.”
