The overseas Chinese Communist Party (CCP) police station located in New York City has closed, a State Department spokesperson told National Review Monday.
America Changle Association, a Manhattan Chinatown organization which claimed to serve overseas Chinese yet reportedly housed a Chinese government police station tied to a Chinese intelligence agency, has recently closed for unknown reasons, according to National Review. The revelation comes a little over two weeks after The New York Times revealed that the FBI raided Changle’s third-floor office last fall, seizing evidence.
Changle’s New York police station was reportedly a branch of an international Chinese police unit specializing in extradition operations, which is headquartered in China’s Fujian province, according to a report from Safeguard Defenders, a human rights group which first broke news on Beijing’s purported global police network in September.
Earlier this month, the State Department told Indiana Republican Rep. Jim Banks that it was “considering a range of policy responses in coordination with other departments and agencies,” according to a Jan. 11 letter from Banks’ office.
“The notion that the PRC would attempt to set up offices effectively functioning as ‘police service stations’ in the United States is a matter that affects U.S. sovereignty and would circumvent standard judicial and law enforcement cooperation processes,” the State Department wrote.
While archived versions of Changle’s website shows that as of Jan. 19 the organization’s website was accessible, Changle’s website has at some point since ceased operation, the Daily Caller News Foundation determined.
The station’s closure comes several months after the DCNF revealed that during a March 2021 video conference, Chinese government officials identified Lu Jianwang, Changle’s former chairman, as a “propagandist” and “special liaison officer” working with the United Front Work Department (UFWD).
The UFWD is a CCP “intelligence service” tasked with “extending the CCP’s influence and control over non-Party organizations both domestically and abroad,” according to reports from the U.S.-China Economic Security and Review Commission.
An FBI spokesman responded to a DCNF inquiry by quoting remarks Director Christopher Wray made in November 2022.
“We are aware of the existence of these stations,” Wray said. “I’m deeply concerned about this and I’m not going to just let it lie.”
“We cannot allow any hostile foreign adversary the opportunity to conduct policing activities within our borders,” Wisconsin Republican Rep. Mike Gallagher told the DCNF.
“These secret police stations illustrate the extreme lengths the CCP will go to harass and control its citizens and dissidents not just at home, but increasingly abroad,” said Gallagher, who was appointed chairman of the House Select China Committee last month.
The State Department and Chinese Embassy didn’t respond immediately to the DCNF’s request for comment, and Changle couldn’t be reached.
